Firewall software can be useful for security purposes, as it helps prevent unwanted access to your computer. However, it can also prevent other programs, such as our games, from making connections unless you take care to configure the firewall.
Most popular software firewalls write changes to Windows® that remain in effect even if the program is not running. This means that simply disabling the firewall will not allow access to the game if the firewall already began to block it.
If you are running Norton™, McAfee®, ZoneAlarm®, or another software firewall, make sure that both cohupdater.exe and cityofheroes.exe are added as trusted programs with full access to the Internet. While all security applications work on a different interface, most of them have a Programs or Internet Applications section to configure program access. You might also try adjusting the Security setting within the firewall settings. Lowering this setting to Medium or Low will often clear up connection issues.
If you have granted the game client or patcher full permissions to access the Internet within your firewall settings in the past, please double check these settings. The firewall will often no longer recognize this exception after the game downloads and applies a patch. The best thing to do is remove all current listings for the game and then manually recreate the listing. If you are unsure of how to perform this task within your firewall settings, please contact the support team for that software.
